If built, the The 14-foot wide trail would encompass Hartley starting at Neebel Park for total distance of approximately four miles.

The Hartley City Council is supporting an application for funding to finance the first section of a recreational trail in the community.

The Hartley Recreational Trail Committee, on behalf of the Hartley Improvement Foundation, is applying for $91,200 in funding from the Iowa Department of Transportation's State Recreational Trails program. The grant is intended to finance construction of a segment of trail on the south side of 3rd Street Southwest, extending from Neebel Park to 8th Avenue West.

According to discussion by the council on July 18, preliminary measurements indicate the easement is wide enough to accommodate a concrete trail.

The application requires a resolution by the council stating the city supports the project. The resolution also includes a commitment by the foundation and the city to provide a $22,800 funding match for the project. City Administrator Erica Haack said the match would come from funds raised by the trail committee.

If the trail is constructed, the city agrees to adequately maintain it for a period of time required by an agreement with the DOT.

The four council members present voted to approve the resolution; however, they expressed concern regarding the trail committee's ability to obtain easements along 8th Avenue West for a future segment of trail.

"The only thing I question is the easement on 8th Avenue West to the high school. That will be trickier," noted Council Member Roxann Swanson.

Further discussion indicated the trail committee is attempting to acquire the necessary easements in that area of the city.
