• Arrested on felony charge

The Hartley Police Department responded to a report of a domestic disturbance at a local residence on Sunday, Oct. 10.

David Richard Hoffman, 35, whose residence is listed as Harris on the O’Brien County Sheriff’s Office arrest log, was arrested after allegedly assaulting his domestic partner. He was charged with Felony Domestic Abuse Assault.

According to the report, it is the third time that Hoffman was charged with Domestic Abuse Assault. In January of 2018 he was charged in Emmet County and in March of 2014 he was arrested on a similar charge in Jackson County, Minn. As the most recent incident is a third offense, Hoffman is charged with a class D felony.

A preliminary hearing is scheduled for Oct. 21.

• Charged with OWI

A Clay County deputy initiated a traffic stop on Oct. 9 at 1:16 a.m. in the 1000 mile of Highway 18. The driver, Innocent Ongaga, 47, of Sanborn, was believed to be under the influence of alcohol.

Ongaga was arrested and charged with OWI-1st, a serious misdemeanor, and Speeding, a simple misdemeanor. Ongaga was held in the Clay County jail to appear before the magistrate.

• Attempts to pass in intersection

Two vehicles collided in an intersection on Oct. 8 at 2:34 p.m.

According to the O’Brien County Sheriff’s Office, Elizabeth Carly Grimm, 16, of Primghar, was westbound on 390th Street. As she began to turn left onto Redwing Avenue, a vehicle driven by Joel Kermit Hinze, 36, of Brunsville, attempted to pass within the intersection and a No Passing Zone. His 2018 Dodge Caravan struck the driver’s side of the 2004 Toyota Sienna driven by Grimm.

No injuries were reported. Damage to the Toyota was estimated at $2,500 and the estimated damage to the Dodge was $1,500. Hinze was cited for Passing Too Near Bridge, Intersection or Railroad.

• Vehicle strikes grain wagon

A vehicle struck a grain wagon while attempting to pass on Oct. 12 at 5:52 p.m.

The O’Brien County Sheriff’s Office reported that Galen James Haack, 69, of Hospers, was operating a tractor pulling two grain wagons westbound on 400th Street/B40. Clark Alfred DeVries, 35, of Sioux Center, attempted to pass the tractor and wagons as another vehicle was already trying to pass both units. To avoid hitting the passing vehicle, DeVries braked his 2020 Ford F150 and attempted to move over, striking the rear of a wagon.

No injuries were reported. Damage to the pickup was estimated at $6,000 and the damage estimate for the wagon was $400.

• $10,000 damage in car/deer collision

The O’Brien County Sheriff’s Office reported that a vehicle driven by James Martin Koepp, 63, of Marcus, was northbound in the 4800 mile of Iowa Highway 143 when it struck a deer in the roadway. The 2012 Chevrolet Equinox sustained $10,000 in damage.
