Pipeline meeting is Friday in Spencer

A public informational meeting is scheduled to inform landowners about a proposed carbon dioxide pipeline on Friday, Oct. 8 at the Clay County Fairgrounds, 800 West 18th Street, Spencer.

The pipeline is being proposed in Iowa by Summit Carbon Solutions, LLC, of Ames. Its proposed route crosses 30 Iowa counties, including O’Brien and Clay.

Summit Carbon refers to the proposed carbon capture and storage project in Iowa and four other states as the Midwest Carbon Express. The project proposes to partner with a number of ethanol plants in the five states to capture carbon dioxide emissions and transport the liquefied carbon dioxide to North Dakota where they will be stored in “deep underground geologic storage locations.”

The pipeline company is required by law to hold informational meetings in each county in which real property or property rights would be affected. Meetings are to be conducted at least 30 days prior to the company filing a petition for a new pipeline permit. The company will provide notice of the informational meetings to each landowner affected by the proposed pipeline and each person in possession of or residing on the property.

For more information about hazardous liquid pipelines, visit the Iowa Utility Board’s Hazardous Liquid Pipeline Permits webpage.

REAP assembly scheduled locally

Iowa’s Resource Enhancement and Protection (REAP) assemblies will begin in two weeks, giving all Iowans an opportunity to share and discuss their visions for Iowa’s outdoor recreation, soil and water enhancement, historical resources and land management and more.

REAP assemblies are locally led meetings where issues can be brought forth and voted upon. Iowans can discuss the program, recommend changes and discuss impacts in their area. Delegates may also be selected from the local meeting to attend the REAP congress in January at the State Capitol in Des Moines.

Locally, a meeting will be held on Wednesday, Oct. 20 at the Clay County Regional Events Center in Spencer from 6:30-8 p.m.

Each assembly represents a region of counties and participants are required to attend the region for the county in which they reside. Meetings are held in the evening and last approximately 90 minutes.

“REAP assemblies provide Iowans a perfect opportunity to share their views and learn others’ views about parks, trails, museums and other amenities,” said Kayla Lyon, director of the Iowa DNR, in a news release. “It’s critical that community members are engaged in these meetings to help shape the future of and enhance recreational opportunities in our state for the future.”

Each year, REAP provides funding for local projects through a grant process and each year, the requests for city and county grants exceed the amount available by two or three times. Since the program debuted in 1989, more than $365 million has been awarded to more than 15,500 projects.
