Injuries result from collision with cement truck on Hwy. 71

• Charges filed following crash in Rock Valley

Charges have been filed against Brea Tschopp, 36, of Hartley, in connection with a traffic accident that occurred in Rock Valley earlier this year.

The report stated that Tschopp was involved in a rear-end collision at the intersection of Highway 18 and 21st Avenue on Aug. 12. The Rock Valley Ambulance was paged for three dependent children ages 5, 4 and 1-1/2 in her vehicle.

A portable breathalyzer test showed no alcohol in Tschopp’s system, but officers suspected she was under the influence of a narcotic substance. The report stated that Tschopp failed tests administrated by a drug recognition expert. She consented to the withdrawal of a bodily fluid sample, which authorities say tested positive for multiple prescription medications.

Tschopp was arrested on Oct. 16 and charged with three counts of Neglect or Abandonment of a Dependent Person, a class C felony, and one count of OWI-2nd offense, an aggravated misdemeanor.


• Pulls into path of cement truck

The Clay County Sheriff’s Office investigated a two-vehicle accident that occurred in the 3900 mile of Highway 71 on Oct. 16 at approximately 7:50 a.m.

The report stated that Chance Noll, 17, of Spencer, was exiting a private driveway in a 2008 Dodge Ram when he failed to yield to a 2018 Freightliner cement truck driven southbound by Tanner Ladwig, 31, of Spencer. The collision caused the Ram to roll on the driver’s side and the cement truck to roll into the west ditch, coming to rest on its driver’s side.


Both drivers suffered minor injuries. Ladwig was taken by ambulance to the Spencer Hospital and Noll was transported there by personal vehicle. The Ram, owned by Steve Noll, and the Freightliner, owned by Great Lakes Concrete Inc., were both listed as total losses. Noll was cited for Failure to Yield Upon Entering a Through Highway.

The sheriff’s office was assisted by the Iowa State Patrol, Spencer Police Department, Spencer Ambulance, Iowa DOT and Royal Fire Department.

• Vehicle accelerates into ditch

The O’Brien County Sheriff’s Office investigated a single-vehicle accident that occurred on 360th Street on Oct. 8 at 2:15 p.m.

According to the report, Dennis Edward Schwarz, 50, of Ashton, was turning his 2007 Toyota Tacoma eastbound when his foot became stuck between the foot pedal and console, causing the vehicle to accelerate at high speed, enter the ditch and roll. The report noted that Schwarz has two prosthetic legs.

Schwarz received suspected minor/non-incapacitating injuries and was not transported. Damage to the Tacoma was listed at $8,500. He was cited for Open Container-Driver 21 Years Old and Older, and Failure to Maintain Control.
